Cadre Restructing and Review.
Instruction on filling up of Accounts lane posts of PO&RMS wing.
Dear allOn 15.9.25 second meeting of Cadre review case of PA PO, PA CO/RO and SA in RMS under the Chairmanship of Sri K.Praksh CPMG Karnataka. On behalf of FNPO Sivaji Vasireddy, S.Khandoji Rao CS NAPEc Karnataka, R.Murali CS NUR3 Tamilnadu attended physically and NK Tyagi GS NUR3 virtually. The following is recommended from FNPO.
1. HSG I should be granted Gazetted status
2. All HSG I officials should be granted NFG without any restriction of posts after completing required service
3. LDCE IP exam 40% from PA, 35% for Seniority from PA and 25% for SSC.
4. Higher pay scales should be recommended from PA to LSG, HSG including NFG keeping in view of 8th cpc.
5. From HSG II a common gradation list with IP and two line promotion should be awarded to avoid stagnation in promotion.
6. Seniority quota should
be provided for Postman in PA cadre. The Postman CR committee may consider MO, HPM, Cash overseer and Stg Postman. 7. Accounts line merger dated 11.2.25 should be withdrawn and HSG I promotion be awarded and higher pay scales should be recommended for accounts line keeping in view of PORMS accounts committee as per the recommendations of previous committee. A copy of the SG FNPO letter dated 21.3.25 on this submitted to the committee.
8. To avoid unrest and various difficulties instead of merger of PA CO/RO and SA RMS with PA PO vice versa Rule 38 provision should be given.
9. RMS SA, MMS , Postman, MTS cadres CR should be implemented immediately and regarding functional justification grade 1,2,3 system may be introduced like Stenographer and Driver cadre.
10. IP exam eligibility services can be reduced from 8 to 5 years.
11. Financial powers, Appointing authority power, disciplinary powers and leave sanction power all should be restored/extended to LSG/HSG cadres.

Dear HPMs/SPMs,It is came to know that many are facing issue in accessing APT application during Deputations/Officiating arrangements.
In APT 2.0 all the roles are assigned based on Posts, only some roles are provided based on User IDs.
For proper availability of roles, all the officials has to process Charge report whenever they proceeds on leave. The option for initiating charge report is available in Employee Self Service Portal - > Leave management - > Initiate Charge report.
Charge report has to be processed mandatory for all types of leave. While processing charge report the date of relief and A/N or F/N option has to be selected.
This card has four options and its usage is scenarios are explained below.
1. Relinquish on leave.
2. Assume on leave.
3. Relinquish on Substitute
4. Assume as Substitute.
1. Relinquish on leave.
This option is used when an officials proceeds on leave without any substitutes. i.e., Office arrangements.
2. Assume on leave.
This option has to be used when the officials join duty on return from leave.
3. Relinquish on Substitute
This option has to be used by all the officials especially for Head Of the Office (PM/SPM) and treasurers who holds cash and stamps in their custody. While processing this charge report, it will ask for Substitute employee ID. In the charge report it will show the Cash and Stamp Balances.
4. Assume as Substitute.
This option has to be used when the officials join duty on return from leave. In addition to this they have to select the substitute ID.
And one more thing has to done by Treasurers, at Treasury module for transfer of cash from one official to another user. Go to Treasury -> Tools -> Cash transfer option. There it will show the cash balance of the present user and the same has to be transferred to officials user id who has taken charge.
For example if SPM goes on leave, he has to initiate charge as per option 3. He has to handover the charge to another official, and it may be the same office PA or some other official from another office using the above option.
The help guide from CEPT on this is also provided below. From page 27 to 31. This guide is fully for Employee Self Service related.
Once again, it is reiterated that Charge report is mandatory for all types of leave including RH and CL. Kindly don't fail to do this.

7.9 to 8.9.25 NAPEc Rajastan 26th Circle conference held at Sikar under the chairmanship of Sri Naresh Gujjar. Sri Sivaji Vasireddy SG FNPO & GS NAPE c attend as Chief guest and inaugurated the conference. Dr Bhagwan Ram ji Ex CS, Sri Harisingh Mehla EX Circle President, RP Meena ji CS NAPEc and Sikhar Division SPOs also addressed the gathering. All the division secretaries participated in the delegate session and CS/GS clarified the issues. During the election of new office bearers Sri Rajesh Sharma (Udaipur), Sri Anand Godari (Jodhpur) Sri Harish Kumar (Jaipur) have been elected unanimously as Circle President, Circle Secretary and Circle Treasurer respectively. CHQ conveys best wishes to all newly elected office bearers. 💐💐Reception committee headed by Sri Baldevram and his team made excellent arrangements for all delegates and the visitors and served delicious food also.
