Decision of PJCA meeting held in N Delhi on 21 April 2025.Yesterday we had our PJCA meeting at head quarter of FNPO. P U Khadse and Nisar Mujawar presided over the meeting. Most of the General Secretaries of both Federation and GS, AIGDSU attended the meeting. Janardan Majumdar, SG, NFPE initiated the meeting followed by Sivaji Vasireddy, SG, FNPO. After that all GSs of both sides attending the meeting have taken part in discussions. Apart from review of previous prog all highlighted on our future task. Finally both SG concluded in same line. It was understanding of the meeting that the decision would be announced after the meeting with the Secretary, Posts scheduled on 25 April. But meantime most surprisingly the meeting has been deffered to 1 May 2025 and that too for one hour only. So in these circumstances we have no option but to announce our decision as below:
1) PJCA will take part in Nationwide Strike on 20 May 2025, with the understanding that if requires PJCA will think for indefinite Strike in near future.
2) On 2nd May 2025, PJCA will issue Strike Notice. Every Circle will issue Strike intimation on the same day.
3) Some more demands will be added at the time issue of notice.
4) Joint campaign program will be conducted across the country. Schedule will be announced shortly.
5) Before Strike further prog in Divisions, Circles will be decided and declared shortly.
6) Posters and leaflets will be supplied to Circles.
Let us take this challenge to save our Dept, it's employees as well as working class of our country.

Central govt staff don’t need prior nod to run for and hold office in trade unions: HCThe division bench struck down restrictions imposed by the atomic energy department through an office memorandum dated August 29, 2022.
MUMBAI: The Bombay high court last week struck down an office memorandum issued by the atomic energy department (AED), which required their employees to seek prior permission to contest elections and become office-bearers of trade unions and restricted their tenure to four years.
The division bench of justices Ravindra Ghuge and Ashwin Bhobe also clarified that employees of any ministry or department of the cenral government, including the AED, do not require prior permission become office-bearers of any association or trade union whose membership is restricted to employees of the department.
“Under the provisions of the Trade Unions Act, 1926, employees working in public or private sector undertakings can come together and form a trade union....An employer per se has no role to play with regard to the internal affairs of the trade union,” the division bench said while striking down restrictions imposed by the atomic energy department through an office memorandum dated August 29, 2022.
The memorandum restrained central government employees from contesting elections or becoming office-bearers of any body, including trade unions, without prior permission of the government, and restricted their tenure to two terms or five years, whichever is longer.
The National Federation of Atomic Energy Employees had challenged the office memorandum in the high court last year.
The government opposed the petition, expressing serious concerns about productivity of elected office-bearers and claiming they would develop vested interests, lost interest in their jobs and not perform their duties faithfully.
The bench, however, refused to accept the contention.
“In a country which is administered by the rule of democracy and which is recognised to be one of the largest democracies in the world, no employer can be permitted to impose restrictions on the freedom of members of a trade union in either contesting elections or continuing as office-bearers,” the court said.
“These issues are governed only by the Constitution of the trade union which is necessary under the Trade Unions Act, 1926,” said the bench. “No employer can create such service rules which would create an embargo on the terms and conditions or the clauses of the Constitution of a trade union.”

2. Ex-servicemen payfixation issue for clear clarification again file gone to DoPT and till such time status quo will be maintained.
2. AMC related issues about Generator, Printer , system etc and new supply too.
3. One time the relaxation HSG II & I file has already gone to DOPT and I am expecting a positive reply.
4. Results of AAO should be released immediately
5. Accountant cadre merger related adverse issues should be resolved soon.
6. CPMG Delhi Sir assured to release results of MTS 22, PM/MTS 23 very soon and joining will be completed before 30.6.25 and substitute for PM leave vacancy issue also will be solved.
7. Some irregularities notices in Rule 38 especially about the Bihar issue discussed and requested for an early solution.

We are pleased to inform you that Unified Pension Scheme (UPS) is now Operational.
As per the PFRDA (Operationalization of the Unified Pension Scheme under NPS) Regulations, 2025, the existing NPS Subscribers under Central Government have one-time option to opt for UPS and migrate their account (PRAN) from NPS to UPS . The key highlights of the migration process are as follows:
All Central Government employees registered in NPS till March 31, 2025, are eligible to opt for UPS.
The migration request must be submitted within three months from April 1, 2025. Once exercised, the option to migrate is final and irrevocable.
In this process, the Nodal Office (DDO/PAO) is required to process the migration request of the subscriber in the CRA system.
Migration Process
The Central Government Subscribers can exercise their Migration request through:
I. eNPS Portal https://enps.nsdl.com :
1. The Subscriber to initiate the migration request through the eNPS portal and submit it via Aadhaar eSign.
2. The DDO to update employment details, verify and submit the request for authorization of PAO.
3. The Migration request will be processed in the CRA system once the request is authorised by PAO
II. Physical Submission:
1. The Subscriber is required to fill and submit the physical Migration Form A2 ( download from https://www.npscra.nsdl.co.in/ups.php ) to the Nodal Office (DDO/PAO).
2. The DDOto initiate the online request in CRA system for migration of PRAN, updating the employment details.
3. The Migration request will be processed in the CRA system once the PAO authorizes the request.
