Non-issuance of Order of Provisional Engagement in the GDS Online Engagement Portal
Dear all
Today SG FNPO had a meeting with Member P, Member Technology, DDG P, DDG Establishment.
* Regarding APT 2.o issue there is a problem with Network configuration. Authority discussed with Mukesh Ambani and Satya Nadendla about the data transfer issue and its limit immediately enhanced. Our MoC and Minister for IT and all connected officers are involved and the issue is resolved. Other minor issues one by one slowly slowly settled. Today more than 95% development witnessed and 💯 percent smoothly function from tomorrow.
* Member P madam personally requested to convey sincere thanks to all the staff who suffered and supported in crucial time.
* For HSG I gazetted status will be achieved soon and FNPO submitted a detailed letter.
* Cash handling allowance will be given to SPMs where the treasurer post is not available ..this issue is continuously pursuing FNPO and will get positive result soon.
* 19.8.25 about PA CO RO and SA cadre review meeting will be held at Directorate under the presidency of CPMG Karnataka.
* 20.8.25 meeting will be held about IDC issues with unions.

During 5.8.25 to 7.8.25 visit to Postal directorate FNPO delegation SG FNPO, Sri Nisar Mujawar, G.S, NUPE, Postman & MTS, Sri NK Tyagi GS NUR3, Sri M.K Sarma, G.S, NUR- IV, Sri Prerit Kumar, AGS, NAPE, C & C.S Bihar, Sri Jagdish Sharma FS FNPO Delhi and Sri Mahesh Paswan NUGDS AGS & CS NUGDS Bihar were met Sri Subrat Das, Member (Technology), Smt. Manju Kumar, Member (Personal), Sri Hari Preet Singh, Member O, Smt Anula Kumar Member HRD, Sri Adnan Ahamad, CGM (B.D) Smt. (Dr.) Veena Kumari Dermal, DDG (Technology), Sri Rajkumar, DDG (Establishment) and other higher officers of the department discussed various issues.
1. Discussed about the hardship, being faced by the staff members due to improper implementation of I.T 2.0 (APT 2.0). Member technology said that on 04-08-25 more than one lakh sixty thousand offices were migrated to new software, because of which the cloud was busy and moving towards normalization. Further told that we have shifted to a new platform, leaving an old legacy. The new software is user friendly and works will be easier. He said that team CEPT is continuously working and hoping that by Friday the situation will be normal. He also appreciated the Postal Employees specially at bottom level, for their restless efforts during implementation of APT. S.G, FNPO submitted a letter to Secretary Posts regarding issues to be resolved in APT- 2.0.
2. Hardware problems of some Circle were also discussed. Member technology said that adequate funds have been supplied for upgradation of hardware to the circles. If required and demanded additional funds will be diverted as per the requirements.
3. Ex-servicemen pay fixation issue DoPT clarification given but it is not favorable to PA cadre. We are trying to meet with Hon'ble MoC for a solution.
4. Supplementary DPC for HSG- II account in Tamilnadu circle- Instructions issued to all Circle to follow the directorate Instructions without fail.
5. Postman cadre restructuring regarding - Member (P) Madam instructed for constituting a committee for early action to submit a report in a month.
6. Asper FNPO request Directorate is issuing order to consider rejected deceased departmental employees family members cases will be reconsidered wef 1.1.2020 (COVID time).
7. HSG II and HSG I one-time relaxation file approving by DOPT for 2025, 2026 vacancies and expecting orders from DOP in the next week.
8. Reimbursement of AC train fares in Premium trains for Sports persons for their events.
9. Non sponsorship of one team by circle is not good practice and Kerala football issue taken up with Member HRD as example and madam assured to issue clear instructions to circles.
10. Rule 38 from PA to SA and vice versa issue asked and assured resolve in the upcoming PA CORO, SA cadre management meeting going to be held under the presidentship of Sri K.Praksh CPMG Karnataka.
11. Melas and BD activity should be stopped immediately till restoration of norman function in POs with APT 2.o .. a letter also submitted.
12. Transfer case of Saran Divn Bihar and Jalandhar issue ..Positive response .
13. Delhi circle 2022 surplus Postmen and Missed MTS list will be finalised by the end of August and in September 2023 postman , MTS promotion memo will be given.
14. Accountant allowance which has to be taken into pay for those drawings prior 31.12.2015 case reminder sent for Finance Ministry(DoE).
15. On 7.8.25 a meeting was held under the chairmanship of Member O and discussed " Mail Parcel Operation Project" and IDC'. Separate branded covers and packing will be used in future and now we are dealing 2 Lakh parcels , 20 lakh mails and International mails 32 K and through this project expecting 10 times more business. Fares will increase soon. L1 RMS offices will be reduced to 42 from 79 and L2 will be increased to 122 from 109 and total Hubs will be 164 instead of 188. NSH offices will be 32 instead of 95. RTN will be point to point only in future to ensure accuracy in transport time. Project intention is to increase the confidence of the customer towards reliability, security and time-bound assured delivery of mails/parcels to increase volume/Revenue. Office to office and delivery pincode wise old system direct bag closing will be reinstalled. The author asked unions to study the case and submit views for its improvement.
16. Regarding IDC clearly said that no beat should be reduced and previous strength should be maintained for delivery. Also clarified that no post should travel beyond the city where previously working. As on date 344 delivery centers established.
17. Rule3 GDS transfers and Rule 38 portal will function from September means after the complete APT rollout process.
18. Regarding pending GDS Medical scheme, Group Insurance, CDA, Substitute salary funds issue, Gratuity issues also discussed and requested to finalise as early as possible.

Ministry of Communications azadi ka amrit mahotsav Nationwide Transition of India Post to Advanced Postal Technology (APT) Posted On: 06 AUG 2025 12:15PM by PIB Delhi
As part of its digital transformation under IT 2.0, India Post has undertaken a massive nationwide rollout of the Advanced Postal Technology (APT) application. This transition from the legacy system marks a major step toward delivering faster, smarter, and more customer-centric postal services.
Given the scale and complexity of this migration—spanning over 1.64 lakh post offices across urban, rural, and remote area slowness was observed during the first day of roll out i.e on 04.08.2025. However, the technical team worked round the clock and rectified the slowness by 05.08.2025.
Anticipating such challenges because of the scale and complexity of this roll out, the Department has already put in place dedicated support teams and real-time monitoring systems to promptly address and resolve operational issues. The APT system is now delivering notable improvements in transaction speed, digital payment integration, real-time tracking, and overall user experience. On 05.08.2025 more than 20 lakh articles were booked and more than 25 lakh articles were delivered through the new application across India.
India Post remains firmly committed to ensuring uninterrupted public service. The Department is closely monitoring performance and continues to take all necessary measures to ensure a smooth and efficient transition. It also extends sincere gratitude to citizens for their patience and cooperation during this critical digital upgrade.

IPPB CO has initiated the mass rollout of IMA Version 1.0.17 in all the device enrolled on the MDM console. IMA App Ver 1.0.17 has been successfully installed in the 46,608 devices (device details attached). In addition to that 65,015 devices are there in which older version of IMA app i.e. Version 1.0.16 is there, new version shall be automatically updated in these device also in the next 24 hours. Rollout shall continue in the phases for the next 24 hours. Kindly advise end users to keep their devices ONLINE for smooth installation/update. DO NOT send any IMA app re push request/any query related to the IMA app till 03rd August 2025, 5 PM to the helpdesk team. They will not entertain this request till mentioned time. Kindly wait for the next 24 hours and keep all the device ONLINE. PFB the current circle wise installation stays of Version 1.0.17. We will share next installation count/update by tomorrow EOD.

Update on CBS Data Fetch
New menu CSMDAY .is deployed in Finacle Production on Friday (01.08.2025) which will be available to Post Offices from 02.08.2025.
CSMDAY menu is to be run immediately after HISCOD, by the Supervisor of concerned SOL. This will remove the dependency on CPC performing HSCOD, to fetch the CBS data to APT, for same day accounting.
