GDS Circle welfare Fund Guidline
Key Points of the Circle Welfare Fund for Gramin Dak Sevaks (CWFGDS) scheme:🔹 1. Scheme Overview
Name: Circle Welfare Fund for Gramin Dak Sevaks (CWFGDS)
Controlled by: Chief Postmaster General (CPMG)
Applicable to: All regularly engaged GDS
Not applicable to: Substitutes / provisional GDS
Effective from: 11.02.2026
Supersedes earlier OM dated 11.09.2024
🔹 2. Subscription ₹40 per month (₹480 per year) Recovered in one lump sum every April (from March TRCA) Mandatory membership If not recovered for 6 months continuously → Membership terminated
🔹 3. Contribution from Central Welfare Fund ₹200 per GDS per year Given annually to each Circle
🔹 4. Three Main Benefits ✅ (A) Financial Grants Death Cases:
Normal death – ₹11,000
Death on duty (accident) – ₹27,500
Death due to terrorist activity (on duty) – ₹1,65,000
Funeral expenses – ₹5,500
Medical Assistance:
Major surgery (Cancer, heart, kidney etc.) – Up to ₹30,000
Accident hospitalization (>3 days) – ₹5,500
TB Nutritional diet – ₹440 (Indoor) / ₹220 (Outdoor) per month (max 6 months)
Education Assistance:
IIT/AIIMS/IIM – ₹1,100 per month
Technical Degree – ₹308 per month
Diploma – ₹209 per month
BA/BSc/BCom – ₹165 per month
ITI – ₹1,034 per annum
Academic excellence awards – ₹550 to ₹1,100
Natural Calamities:
Financial assistance up to ₹7,500
COVID Assistance: ₹50,000
✅ (B) Loan Facility (Concessional Interest)
Maximum loan: ₹1,00,000 (two times in career)
Interest: 3% to 5% per annum
Loan Purposes:
BPO room construction – ₹50,000
Computer/Laptop – ₹20,000
Two-wheeler – ₹20,000
Electric vehicle – ₹50,000
Mobile/Tablet – ₹15,000

🔹 5. Important Conditions
Individual eligible only once under a particular grant head.
Loans require surety.

Annual audit mandatory.

Dear FNPO Family Members,We are very happy to inform you all that the 13th Federal Congress of FNPO is proposed to be held at Lovely Professional University (LPU), Jalandhar, on 6th and 7th June 2026.
Further, it is also to inform that the 26th All India Conference (AIC) of NAPE Group ‘C’ is also scheduled at the same venue, Lovely Professional University, Jalandhar, on 7th, 8th, and 9th June 2026.
Programme Schedule
6th June 2026: Subject Committee Meeting of FNPO will commence.
7th June 2026: FNPO Subject Committee meeting and Elections.
On 7th June 2026 after lunch, the Combined Grand Open Session of FNPO Federal Congress and NAPE Group ‘C’ AIC will be held at 4:00 PM.
8th June 2026: Subject Committee Meeting of NAPE Group ‘C’ AIC will commence.
9th June 2026: After elections, the conference will conclude.
Accommodation
For FNPO Federal Congress delegates, accommodation will be provided on 6th and 7th June 2026. Few rooms will be allotted on 5.6.26 also asper arrival schedule.
For Delegates/Visitors of NAPE Groupc, accommodation will be provided from 6th June to the morning of 9th June 2026.
Rooms must be vacated on 9th June morning.
Delegate / Visitor Fee ₹3,500/- has been fixed as the Delegate/Visitor fee for both FNPO Federal Congress and NAPE Group ‘C’ AIC.
Facilities
Meetings will be held in a centralized air-conditioned auditorium.
Air-conditioned rooms will be provided to all delegates and visitors.
Registration Process
A Google Spreadsheet will be shared with all Division Secretaries and Circle Secretaries through the WhatsApp group for registration purposes.
All are requested to: Complete and submit the registration on or before 15th May 2026, and Pay the Delegate/Visitor fee well in advance, i.e., before 15th May 2026, to facilitate entry pass issuance and room allotment at the venue. Timely registration and payment will help us provide better facilities and avoid any hardship to delegates and visitors.
Entry to the FNPO Federal Congress and NAPE Group ‘C’ AIC will be strictly restricted to those who have paid the Delegate/Visitor fee.
Kindly cooperate with the reception committee by completing the registration and payment process before 15th May 2026.
Let us make the 13th Federal Congress of FNPO and the 26th AIC of NAPE Group ‘C’ a historic success.
