Instructions for the Implementation of Exit Management System and Reorganisation of Pension Sections.
FNPO submitted evidence before the 8th Central Pay Commission at Hotel Marriott, Hyderabad. The Secretary and Financial Advisor attended physically, while the Hon’ble Chairman joined virtually.On behalf of FNPO, Sri Sivaji Vasireddy, Secretary General FNPO, Sri Murali, AGS & Circle Secretary NUR-3 Tamil Nadu, Sri Ramkumar, Circle Secretary NAPE Group ‘C’, and Sri Krishna, Circle Secretary NUPE Postmen & MTS, Telangana Circle participated in the evidence presentation.
As the allotted time was limited, FNPO endorsed the NCJCM Staff Side memorandum on major common demands such as Minimum Wage, Fitment Factor, Promotions, and Allowances.
FNPO specifically focused on cadre-related issues and submitted detailed evidence on:
• Higher pay scales for PA/SA cadre
• Upgraded scales for LSG, HSG-II, HSG-I & NFG cadres
• Grant of Gazetted Status to HSG-I officials
• Delinking of APAR benchmarks for MACP upgradations
• Introduction of separate options for Financial Upgradation line and Regular Promotion line to avoid stagnation and career disadvantages
• 7th CPC pay fixation anomalies
• Ex-servicemen pay fixation issues
• Higher scale for PO & RMS Accountants on par with similarly placed cadres
• Cashless treatment/training facilities
• Enhancement of Children Education Allowance (CEA) for higher studies
• OTA and other operational issues
The Commission noted the points positively and assured consideration during deliberations.
FNPO will continue participating in further meetings across different locations and will intensify cadre-wise representations in the coming days.

Brief Note on Agenda Discussed in the National Council (JCM) Meeting under the Chairmanship of the Cabinet Secretary held on 11.05.2026The 49th Meeting of the National Council (JCM) was held on 11th May 2026 under the chairmanship of the Cabinet Secretary to discuss several long-pending service matters affecting Central Government employees and pensioners. The Staff Side raised important issues relating to pay, pension, medical facilities, promotions, compassionate appointments, labour rights, and service conditions.
Major Agenda Items Discussed:
Full reimbursement of CGHS medical expenses beyond package rates as per Supreme Court judgments, ensuring employees and pensioners are not burdened with excess hospital charges.
Extension of dependent parent medical facility under CS(MA) Rules and RELHS similar to CGHS beneficiaries.
Dental treatment reimbursement including implants, dentures, crowns, and bridges for serving and retired employees.
Revision of ward entitlement for pensioners retired between 01.01.2016 and 31.12.2017 based on 7th CPC revised pay.
Improvement in pension and family pension benefits, including additional quantum of pension, enhancement of fixed medical allowance, and demand for family pension equal to full pension.
Withdrawal/review of FR 56(j) and Rule 48 provisions relating to compulsory retirement in “public interest.”
Implementation of favourable court judgments to similarly placed employees to avoid repeated litigation and unnecessary expenditure by Government.
Grant of retrospective promotions where DPCs were delayed, along with seniority and pay fixation benefits.
FR 22(1)(a)(1) pay fixation benefit on regular promotion after MACP, which is presently denied in many cases.
Reduction in minimum qualifying service for promotions in Group ‘C’ cadres to remove stagnation.
Removal of 5% ceiling on compassionate appointments and lifting of restrictions imposed in certain Ministries including Defence establishments.
After meeting one letter submitted to Secretary DoPT Madam about Ex-servicemen Pay fixation related issue and requested for early action. Madam positivelyreacted.
Regularisation and rights of casual, contract, and outsourced workers, including equal pay for equal work and right to form unions.
Regional recruitment of non-gazetted staff to address manpower shortages and regional imbalance.
Recognition of service associations/federations pending for long periods despite fulfilling recognition norms.
Maternity leave benefits for women employees having more than two surviving children in line with the Maternity Benefit Act, 2017.
Issues relating to coverage under Old Pension Scheme (OPS) for employees recruited/notified before 22.12.2003.
MACP anomalies, including issues of Pharmacists and other cadres.
Family pension issues for disabled children and widowed dependent daughters-in-law.
The Staff Side strongly emphasized the need for humane policies, reduction of litigation, parity in benefits, and protection of employees’ rights and welfare. Several agenda points are reportedly being circulated and discussed widely among employees’ organizations and on social media platforms after the meeting.

✊FNPO Kerala – Circle Level Women’s Convention (May Day 2026)
On 01.05.2026 (May Day), at Ernakulam, Kerala Circle, FNPO successfully conducted a Circle Level Women’s Convention.
The programme was grandly organized and witnessed enthusiastic participation of women employees, reflecting the growing strength and unity of the women workforce in the Department of Posts.
The function was inaugurated by Hon’ble MP Jebi Mather, and the keynote address was delivered by Worshipful Mayor of Kochi Minimol, adding great significance and inspiration to the event.
